The skill gap is quietly destroying AI ROI — and Snowflake just put hard numbers on it.

Snowflake released its ROI of Gen AI and Agents report this month. The headline number: organizations earn $1.49 for every $1 spent on AI. Positive ROI. The proof everyone’s been waiting for.

But that $1.49 is an average. And averages lie.

Buried in the same report: organizations with mature AI upskilling programs nearly double that return. Meanwhile, only 35% of companies have invested in anything resembling a mature training program. The other 65% are spending on AI tools, deploying them to teams that don’t know how to use them properly, and wondering why the ROI numbers feel underwhelming.

I’ve been saying some version of this to clients for two years. The bottleneck isn’t the technology. It’s the people sitting in front of it. Snowflake just put hard numbers behind what I’ve been seeing on the ground.

That 77% net job creation number alongside 46% reporting losses isn’t a contradiction. Some roles are shrinking. More are being created. But the new roles require new skills. Which brings us back to the same problem.

The $1.49 Trap

Here’s what happens when companies read that $1.49 figure and stop there.

They buy the tools. They run a pilot. The pilot shows promise because the team running it self-selected — they’re already comfortable with AI. Leadership sees the pilot results and rolls the tool out company-wide. Adoption craters. The team that was saving 10 hours a week keeps saving 10 hours a week. The other 80% of the org uses the tool once, gets confused or frustrated, and goes back to their old workflow.

I watched this exact pattern play out at a mid-size financial services firm last quarter. They deployed a Copilot license across 200 seats at roughly $30/seat/month. That’s $72,000 annually. After 90 days, their usage data showed 31 people using it regularly. The ROI math on 200 licenses applied to 31 active users is ugly.

The tool worked fine. The model was capable. The employee adoption gap was the entire problem. And nobody had budgeted a dollar for training.

What “Mature Upskilling” Actually Looks Like

Snowflake’s report doesn’t define “mature” with much precision, but I’ve worked with enough organizations on both sides of that line to know what separates them.

Organizations with mature AI upskilling programs share five traits:

  1. Dedicated training budget: not a line item buried in IT, but a visible allocation specifically for AI skill development. Usually 5-10% of their total AI spend.

  2. Role-specific training paths: marketing teams learn prompt engineering for content workflows. Finance teams learn AI-assisted analysis and forecasting. Operations teams learn process automation. Generic “Introduction to AI” lunch-and-learns don’t count.

  3. Internal champions or power users. At least one person per department who went deep, built real workflows, and now coaches peers. This is the single highest-impact investment I’ve seen. One good internal champion is worth $50,000 in external training programs.

  4. Hands-on practice time: protected hours where employees experiment with AI tools on actual work tasks. Not watching demos. Not reading documentation. Doing.

  5. Feedback loops to leadership — regular reporting on what’s working, what’s failing, and where the gaps are. The companies that close the skill gap fastest are the ones measuring it.

Most companies I audit have one of these. Maybe two. The ones hitting near-double ROI have all five.

Why the AI Skills Gap Keeps Killing Your ROI

Every AI ROI discussion I sit in on focuses on the same three levers: tool selection, deployment architecture, and use case prioritization. Important stuff. But it assumes the humans using these tools are a constant. They’re not.

I wrote about the AI ROI reckoning earlier this year. The thesis was that 2026 is the year companies stop accepting “promising pilot results” and start demanding production-grade returns. Snowflake’s data confirms that thesis. But it also reveals a blind spot I didn’t emphasize enough: the production-grade returns depend on production-grade workforce capability.

Think about it this way. If you hand a $2,000 camera to someone who’s never shot manual, you’ll get mediocre photos. The camera isn’t the limiting factor. The photographer is. Same dynamic with AI tools. Claude, GPT, Gemini — they’re incredibly capable. But capability only converts to value when the person prompting, configuring, and integrating the tool knows what they’re doing.

The Snowflake data on function-specific ROI makes this concrete. IT operations saw +56% ROI gains. Cybersecurity saw +46%. Software development saw +38%. These are technical teams with existing comfort around complex tooling. They didn’t need to be convinced AI was useful. They needed access and a few weeks of practice.

Compare that to sales, HR, or legal teams where AI comfort is lower, use cases are less obvious, and training investment has been minimal. The tool-level capability is identical. The human-side capability isn’t.

The Job Creation Paradox

That 77% net job creation stat deserves more attention. It pushes back hard against the “AI will eliminate jobs” narrative (while the 46% reporting losses means some displacement is real and ongoing). What it actually signals: AI is creating more roles than it’s eliminating, but those roles require different skills.

If you’re a hiring manager right now, this means your talent pipeline is misaligned. The skills you needed 18 months ago aren’t the skills you need today. And the candidates who invested in AI skills that actually command a wage premium are getting snapped up fast.

If you’re running a team, this means retraining isn’t optional. It’s the mechanism through which your organization captures the value of AI investment. Skip it, and you’re paying for tools that produce a fraction of their potential return.

The Math on Upskilling Investment

Let me make this tangible. Say your organization spends $500,000 annually on AI tools and infrastructure. At the average $1.49 return, you’re generating $745,000 in value. Net positive. Not bad.

Now allocate 8% of that AI budget — $40,000 — to a structured upskilling program. Based on Snowflake’s data, organizations with mature programs nearly double their return. Even if you only get a 1.5x improvement (conservative), your return jumps from $745,000 to roughly $1.1 million. That $40,000 training investment generated an incremental $370,000 in value.

No tool purchase, no platform migration, no architecture redesign gets you that kind of return on a $40,000 spend. The measurement framework I outlined works here — you can track exactly where upskilling moves the needle by comparing trained and untrained team productivity on the same workflows.

I ran a version of this calculation with a consulting client last month. They’d been debating whether to add another AI tool to their stack ($85,000/year) or invest in training for the three tools they already had. I pulled their usage data. Two of their three existing tools had adoption rates below 40%. We redirected the $85,000 to a 6-month training program with role-specific modules and dedicated practice time. Three months in, adoption on their existing tools hit 73%. They were extracting more value from what they already owned.

Where Companies Go Wrong

The three most common upskilling mistakes I see:

Treating training as a one-time event. A 2-hour workshop doesn’t build capability. AI tools evolve monthly. Training needs to be continuous — quarterly refreshers at minimum, monthly for teams in high-usage roles. The organizations in Snowflake’s “mature” category treat AI training like they treat cybersecurity training: ongoing, not a checkbox.

Training everyone the same way. Your marketing team and your finance team use AI differently. Generic training wastes time and produces generic results. The 5-10 hours you spend building role-specific training materials pay back tenfold in adoption speed.

Skipping the measurement. If you don’t track adoption rates, time-to-proficiency, and productivity changes before and after training, you can’t prove the investment worked. And if you can’t prove it worked, the budget disappears next quarter. I’ve seen three separate clients lose their training funding because nobody collected the data showing it was driving results.

What to Do With This

If you’re reading this and your organization falls in the 65% without a mature upskilling program, here’s the sequence that works.

Week 1: Audit current AI adoption. Pull usage data from every AI tool your teams have access to. Most platforms have admin dashboards showing active users, session frequency, and feature usage. You need a baseline before you can show improvement.

Week 2-3: Identify your internal champions. Every organization has 3-5 people who figured out AI on their own and are already outperforming peers. Find them. Give them 2-3 hours per week of protected time to coach others. This costs you nothing except permission.

Month 2: Build role-specific training paths. Start with the two departments that have the most to gain (usually customer-facing teams and operations). Map their top 5 workflows. Show them exactly how AI fits into those specific workflows. Not theory. Not demos. Their actual tasks with their actual data.

Month 3: Measure and iterate. Compare adoption rates, time savings, and output quality against your Week 1 baseline. Share the numbers with leadership. This is how you protect the training budget and make the case for expanding it.

The companies nearly doubling their AI ROI aren’t using better models or fancier tools. They’re using the same tools with people who actually know how to use them. That’s the gap. And unlike a technology gap, this one closes with intention and relatively modest investment.

Snowflake’s data is about as clear as it gets. The 5.5 trillion-dollar AI skills crisis isn’t abstract anymore. It has a dollar figure attached. And the fix is sitting in your training budget — assuming you have one.
